I have double checked TC Ultra's rar file and there are no MSCOMCTL.OCX file within the archive so I think I need to install this manually. The reason is that Microsoft doesn't really care about VB6 anymore and provides only the most basic support. And then, you will probably also need to follow this procedure (see answer).
